The new windows 7 explorer will not allow mouse wheel scroll function over left or right panes until you have actually selected an item on the left or right hand pane for the first time. This is even when the Windows Explorer window has the focus. This is a deviation from Windows XP mouse wheel scroll function where it would immediately allow scrolling when hovering over the left or right panes when the window is in focus.
People are asking for Microsoft to put this back like XP was before. I am especially surprised that there is not a classic setting at least within Windows. If you want to be able hover anywhere and use the scroll without clicking on the pane you have to load a 3rd party utility. I have installed it on several computers and it works great. I just cannot believe I have to install a 3rd party software to make this happen.
